The fourth purification stage of the planned new construction of the sewage treatment plant in Irschenberg is highly controversial among the citizens in view of the high costs. As reported, extra production contributions and a record fee for wastewater of an estimated six euros per cubic meter are to be levied per connection.

Irschenberg – Planner Alexander Schulz-Pflugbeil had recently argued in our newspaper with the high cleaning performance. But this comes at a price: in addition to a high extra contribution, the price of wastewater climbs to a German record level. We also asked Andreas Holderer, the responsible department head at the Water Management Office (WWA) in Rosenheim, what is required by the authorities.

Mr. Holderer, what specific measures does the water management office require from the municipality of Irschenberg?

The existing wastewater treatment plant in Irschenberg no longer meets the current requirements. The water body into which the sewage treatment plant discharges is heavily polluted. The wastewater discharge must therefore be brought up to the current level of requirements. In the case of a further discharge into the Kropfbach, very high demands must be placed on the cleaning performance due to the low mixing ratio.

From the WWA's point of view, is the fourth purification stage absolutely necessary?

After mechanical, biological and chemical purification, wastewater still contains a large number of trace substances, such as those from pharmaceuticals, cosmetics, cleaning agents and other household and industrial chemicals. The cleaning performance for such substances can be improved by an additional fourth cleaning stage. There is currently neither a legal obligation nor an acute obligation for Bavaria to act. At the new Irschenberg sewage treatment plant, a fourth treatment stage – not to be confused with the planned sand filter, which is intended for further purification of the wastewater for the planned discharge into the low-performance receiving water – is also not an official requirement.

Is a so-called SBR plant, i.e. sequential biological cleaning, absolutely necessary from the WWA's point of view? Wouldn't a simple aeration tank suffice?

Very high demands have to be placed on the purification of wastewater. The technology with which this is done can be decided by the municipality or its planner.

The central problem with this issue is the cost: Is there an upper limit on the burden on the citizens concerned? Is there a limit on wastewater charges? Are there hardship clauses?

We do not know of a breaking point for the citizens concerned. For wastewater plants, however, there is a so-called hardship subsidy, which can take effect if high investments have already been made in the past.

Is there really no alternative to new construction in consideration of the expected costs?

The continued operation of the existing sewage treatment plant can no longer be approved because of the massive water pollution. Which alternative – such as the discharge or new construction of the sewage treatment plant at various locations – is used by the municipality of Irschenberg to ensure its wastewater disposal is within the planning sovereignty of the municipality.

Are there cheaper options for new construction than the one envisaged by the municipality?

The Rosenheim Water Management Office is not investigating any alternatives to the municipality's wastewater disposal options.

Are there other ways to strengthen the receiving waters? Are they audited by the WWA? Or is this a matter for the church?

The Kropfbach is a natural body of water that is fed by spring outlets and precipitation in the catchment area. We do not see any possibilities to feed the water more with water and are not planned.
